Letter To The Editor
I write in support of the citizen’s petition for SB2 in Gilmanton.
In years past there seems to have been an effort to discredit the
workability of SB2 or to shunt it aside because either SB2 or its
proponents are anti-school.
The fact is that SB2 is a democratic way to get more people involved
in the deliberations that go into forming the school budget and not
a vehicle to deny the SAU any necessary expenditures. As with all
areas of public life, there needs to be transparency, accountability
and thrift which in no way should compromise the funding of a good
education for our students.
Senior citizens, second and third shift workers, the handicapped and
single parents are limited in their ability to attend a meeting in
which votes are ushered through with too little discussion and
understanding of the merits of a given proposal. SB2 should promote
understanding of school budgets and possibly unite those who feel
that they have been denied access to the administration and the
school board. Our military, who serve us all and may be away from
their hometown, would still be able to follow events if they are
posted on-line and if material is distributed in advance of a
scheduled vote.
Sincerely,
Richard B. Burchell
Gilmanton I.W.
Letter To The Editor
Gilmanton voters:
Change is good! I will be writing a series of letters to help
educate Gilmanton Voters on Senate Bill 2 (SB2). All Gilmanton
voters will be asked to "vote" the following Petition Warrant
Article for both the school and town. Mark your calendar for
Tuesday, March 13th. I recommend that if you are not a
registered voter, please see the dates for voter registration or go
to the Town Clerk’s Office.
Shall we adopt the provisions of RSA 40:13 (known as SB2) to allow
official ballot voting on all issues before the Town of Gilmanton
and School District on the second Tuesday of March?
Why is it referred to as SB2? The original bill proposing the
official ballot referenda was Senate Bill 2 in 1995. Legislation in
2000 made SB2 the official ballot referenda form of government.
How would SB2 change Gilmanton? Pursuant to RSA 40:13, any town, or
school district that raises and appropriates funds at an annual
meeting can adopt a process whereby all warrant articles are given
their final vote by official ballot. First Session: deliberative
session; Second Session: second Tuesday in March, whereby we vote
final action on all articles as they emerged from the deliberative
sessions.
The official ballot is more democratic. You will have more time to
think about the issues on the ballot, after hearing the arguments at
a deliberative session.
