Letter
To my constituents in
Allenstown, Epsom, and Pittsfield,
It was a pleasure to meet
so many of you at Pittsfield’s Old Home Day! I’ll be at Epsom’s on
August 12 if you want to stop by and say hello.
July is legislative
vacation month, but my committee on administrative rules (JLCAR)
meets around the year. Last meeting, the controversial rule was the
transfer of civilly committed patients from New Hampshire Hospital
to the Secure Psychiatric Unit, within the state prison. We all
agreed that the procedure in the new rules was better and more
protective of patient’s rights than the current procedure, and the
only issue was whether or not such patients should be transferred at
all! Since that is beyond JLCAR’s authority, we approved the rule
and referred that issue to the legislature.
I’ve been appointed to
the decennial commission on the state retirement system. The last
commission, in 2007, identified major weaknesses in the system and
started the Legislative changes that were put in place over the last
ten years. I expect the current version to identify a similar scope
of changes to help the system deal with its current underfunded
status.
