Letter
To my constituents in Allenstown, Epsom, and Pittsfield:
This week the House voted on five proposed constitutional
amendments, sending two of them to the voters for a 2/3 vote in
November. CACR13, prohibiting a income tax, was approved 256-110.
CACR26, allowing the legislature to override court rules by statute,
passed 242-96, both supported by all Representatives in the
district.
CACR12, educational funding, was the most vigorously debated. The
final version had been modified to gain the Governor’s approval,
adding that "the legislature shall have the responsibility to
maintain a system of public elementary and secondary education".
Many who had supported the amendment originally thought this was a
step too far, and refused to vote for it, while the new language
didn’t bring in those who hadn’t voted for the simpler version. Jon
Richardson, Dan and I voted for it both times. I believe that
responsibility has been implicit in the Constitution all along. Tony
Soltani missed the original vote last year and voted against this
year. The final tally was 224-141, less than the required 237.
CACR6, requiring a super majority vote in the legislature to raise
taxes or fees, was debated by those who wanted to be able to raise
taxes more easily, and the vote was 220-132, with only Tony against
from this district. CACR8, a different educational funding
amendment, had failed to get the required vote earlier, and was on
the table. It was removed from the table, but since deadlines have
passed a 2/3 vote was necessary to take any other action. With two
different changes to CACR8 proposed, we failed twice to reach that
level of support: 182-163, and 156-163.
Interested readers can email me for my newsletter, with more details
than I can fit in a letter.
