The Epsom Library will show the new movie, J. Edgar, on Monday,
February 27, at 7:00 pm as part of the library’s programs for
adults. Starring Leonardo Dicaprio as Hoover and Judi Dench as his
mother, the film is a biopic of J. Edgar Hoover, founding director
of the FBI. The film follows the workaholic young Hoover’s
remarkable rise to the top of the agency, his creation of databases
that would spill over into the illicit building of secret files, his
development of forensic techniques such as fingerprinting that are
commonplace today, as well as his tracking the man who kidnapped the
Lindbergh baby.
Popcorn and soft drinks will be served.

I am writing in support of Betsy Bosiak as she runs for a position
on the Select Board in Epsom. Betsy attended Epsom schools as a
child, then was able to return to Epsom as an adult and has been a
resident of Epsom since 1992.
She has been an active member of the Epsom Historical Association,
currently serving as secretary. She is also a member of the Friends
of the Library. She has been a Planning Board member since 1999 and
is currently an alternate and secretary. She was co-chair of the
Master Plan committee and has worked on several Capital Improvement
programs. She spent 9 years as secretary to the Select Board and 11
years as secretary to the Budget Committee.
The experience gained in these positions has given her insight into
decisions made and the reasoning behind them. This experience,
coupled with many and various trainings she has attended in order to
better understand her position and responsibilities will be a
decided asset to the Select Board and the town.
I have known Betsy for about ten years and have found her to be
honorable in her dealings, impartial in her judgments and
conscientious in her fact-finding. Please vote for Betsy Bosiak for
Selectman in Epsom.

The Epsom Public Library School Vacation Events include Story Time,
a children’s movie on Tuesday, February 28th at 2 pm, and Family
Movie Night on Wednesday, February 29th at 6:30 pm featuring
"Zookeeper" rated PG.
Popcorn and drinks will be provided at both movies, at Story Time
and at Lego Club on Thursday, March 1st at 3:30 pm.
The Epsom Public Library is having a Dr. Seuss Party on Saturday,
March 3rd at 9 am. Children and their families are invited to a Dr.
Seuss themed breakfast! Make your own "Cat in the Hat" pancake hat
and sample a "Green Eggs and Ham" surprise.
After breakfast, the children can listen to their favorite Dr. Seuss
stories, make a fun craft and watch a Dr. Seuss movie. Admission is
free but reservations are required as seating is limited. Call the
library at 736-9920 or sign up at the circulation desk to reserve
your spot.

Hi all,
I’m pinch-writing for Carol as her committee is really busy this
week. In yesterday’s House session, the most contentious bill was HB
1305 which would have reinstated the property tax exemption on
telephone poles. This was one of the rare times that Carol and I
didn’t agree on a bill; she voted for the exemption and I voted
against it (Tony Soltani was with me, and Jon Richardson was
absent).
For quite some time, telephone companies were not charged property
tax on their poles and wires, but electric companies did pay
property tax. The reason was that we have a 7% communication tax
(about $75M annually) and when that was put in the state’s tax on
poles and wires was dropped.
Since all poles look alike, it was impossible to tell from looking
at the pole outside your house whether the town collected property
tax for it or not. Phone and electric are both regulated utilities,
so ultimately it is you who pay these taxes as part of your electric
and telephone bills. On the other hand, if you pay the property tax
in your utility bill, you don’t pay as much in your home’s property
tax bill (or your landlord’s).
The bill failed, so all poles and wires will be taxed. Note that the
total amount of property tax collected won’t change. That is based
on how much schools, towns and counties spend, not on how much
property is on the tax rolls.
We did pass HB 1666, which would have the legislature approve state
employee labor contracts. Unlike school and town employee contracts
which are approved by the voters, state employee contracts are
currently negotiated by the Governor and the legislature has no
role.
