Letter

To My Constituents In Allenstown, Epsom, And Pittsfield:
Wednesday the House debated SB384, allowing HHS to share reports of abuse and neglect with private adoption agencies. Proponents claimed it necessary to align with federal law; opponents were concerned with either sharing this highly confidential information with agencies without oversight, or expending the time and effort to determine that an out of state agency that asks for information is a legitimate adoption agency. I voted against, but the bill passed, 203-115.

SB406 would prohibit towns from merging lots without the owner’s consent. The issue is old subdivisions with grandfathered lots that do not meet current zoning; some towns have been merging adjacent lots with the same owner, without the owner’s consent, and in some cases, without their knowledge. The debate was unusual in that both sides were citing the Constitution, Part 1 Article 12: “But no part of a man’s property shall be taken from him, or applied to public uses, without his own consent, or that of the representative body of the people.” The issue is if zoning ordinances passed at town meeting qualify; the committee wanted to retain the bill for study, including the status of previously merged lots. Still, interim study was killed 167-174, and the bill passed 221-122; I was the only Representative from this district to vote for it.

The House finished by debating HB1314, changes to the capital budget. The Senate added two earmarks to the bill, which seemed so inappropriate, even though the dollar amounts were small, that I voted against even conferring with the Senate; the vote was 251-81 to negotiate.

Anyone interested in what’s going on at the State House is invited to email or call me; those who’d like a more detailed report than I can fit in The Sun should email me for my newsletter.
