Letter
To
my constituents in Allenstown, Epsom, & Pittsfield: This week,
the House debated SB450, a motley collection of budget cuts, tax and
fee increases, and new borrowing, all intended to decrease the state
deficit for this year. The majority committee plan, which included
$65 million in borrowing, $47 million in budget cuts, (including $20
million due to decreased state funding to towns and schools), and
almost $100 million in new and increased taxes and fees, passed
187-182. Fourteen amendments were brought up to address one section
or another of this complex bill, including deletions of the new
electricity generation tax, the increased tobacco tax, the new
estate tax, the increased fees for marriage licenses and birth
certificates, increased insurance tax, the new local option meals
and room taxes, and eliminating borrowing to cover operating
expenses. I voted for all, but was the only representative from this
district to vote for any tax cuts. Representative Brown did join me
in voting to eliminate the borrowing, which was the closest vote: it
failed on a 179-179 tie. An amendment to operate state-owned casinos
failed 115-242, and an amendment to require the state to settle the
suit over the JUA funds failed 137-227. The only amendment to pass
was one to eliminate the prison reshuffling that was also a part of
SB450, involving moving the women prisoners from the state prison in
Goffstown to the Sununu Youth Center in Manchester, while resettling
the youths in the recently closed Laconia prison. This passed
212-142, as representatives from Manchester and Laconia voted for
it.
Anyone interested in what’s going on at the State House is invited
to email or call me; those who’d like a more detailed report than I
can fit in The Sun should email me for my newsletter.
