Wednesday, April 4, at the Epsom Public Library. Inspired by
true events, Liam Neeson stars as the secret informant known as
“Deep Throat,” the notorious whistleblower of the Watergate scandal.
His identity remained a mystery for over 30 years until he
identified himself as the tipster. He risked everything in the name
of justice.
Letter
To my constituents in
Allenstown, Epsom, and Pittsfield,
This week, the Merrimack
County delegation (all the state representatives from the county)
met on the county budget. As usual, we discussed a $10,000 cut in
one budget line at length, then approved the budget with almost no
further debate. I did determine that the amount raised by taxes went
up by 0.45%, which is close enough to flat for me; the budget
passed, 29-1.
My committee met to hear
the first of our senate bills. SB 372, creating positions for three
licensing clerks in the office of professional licensure, was
something we’ve talked about in the past, since there have been
problems with efficient processing. And since the license fees more
than cover the cost of the boards and these new positions, we voted
to recommend it to the House. SB 531, giving the director of
professional licensing rule making authority on fees, licensing
procedures, and other standard operations, raised a lot of questions
in the committee: I sent it to subcommittee to answer them. SB 470,
retitling and reclassifying two positions in the insurance
department, also raised questions. SB 534, classifying certain state
positions and increasing salaries for some positions (medical
examiners for one; when the previous medical examiner retired the
department found out he’d been working for about half the going
wage!) was also immediately recommended to pass, as was SB 390,
establishing the position of solicitor general.
The House met as well,
and we finally voted on bills from two weeks ago. HB 1541, creating
a registration fee for electric vehicles and plug-in hybrids, was
debated at length, with opposition from both energy saving
enthusiasts and anti-tax activists (including me). It failed to
pass, 158-178, and was killed on a voice vote.

Obituaries
Howard J. Bickford
DANBURY-
Mr. Howard J. Bickford, 64, of Danbury formerly of Epsom, passed
away on March 5, 2018.
Born in Exeter, he was
the son of Alfred and Joyce (Allen) Bickford. He was raised
and educated in Epsom and resided there for most of his life before
moving to Danbury 22 years ago. He enlisted in the United States Air
Force and proudly served his country for six years.
Prior to his retirement,
Howard was employed as a custodian for the Merrimack Valley School
District. He was also a longtime supervisor for Polyclad Laminates
in Franklin.
He enjoyed reading and
was an avid sports fan.
In addition to his
parents, he is survived by his son, Aaron Bickford of Swanzey; his
sister, Mary-Jane Bickford of Epsom; and his brother, Mark Bickford
of Loudon. He is also survived by two grandchildren.
A Funeral Service was
held on Monday, March 26th in the Still Oaks Funeral & Memorial Home
in Epsom. Spring burial will take place at the convenience of
the family. In lieu of flowers, donations in Howard’s memory
may be sent to the Pope Memorial SPCA of Concord, 94 Silk Farm Rd.

Nicole Labrie
ALLENSTOWN – Nicole
Labrie, 78, of Allenstown, passed away on Monday, March 19, 2018 at
Lahey Clinic in Burlington, MA following a stroke.
Nicole was born on July
4, 1939 in Trois-Rivières, Province of Québec, Canada to the late
Richard and Marie-Ange (Perron) Champagne.
Nicole was known for her
sense of humor and quick wit, and for being a people person. She
worked as a greeter and home décor associate for Walmart in Hooksett
for over 10 years. Her personality was larger than life, and she
will be greatly missed. Nicole enjoyed sitting out by her fire in
the backyard and talking with friends and relatives while drinking
her coffee. Her three grandchildren fondly remember her as the Queen
of Yard Sales, and so many more “adopted” grandchildren will forever
remember her as The Best Mémère in Town.
Besides her parents,
Nicole was predeceased by a son, Michael Labrie, in 1990 as well as
her siblings, Gabrielle St. Jean, Nil Hormidas “Neil” Champagne,
Charles Domina “Charlie” Champagne, Achille Édouard Champagne, Rose
Beauchemin, Raymond Trefflé “Tom” Champagne, Ida Houle, Rémonne
Dostie, Alphonsine Marchand, Armand Champagne, and Danielle
Champagne.
She is survived by the
love of her life, her husband Jean Labrie, with whom she shared over
57 years; a son, Steven Labrie, and his wife Chantelle of Pembroke;
and daughter, Charlene Harris of Candia. She was the beloved Mémère
to Adam Labrie, Caleb Harris, and Moriah Harris. She is also
survived by a daughter-in-law, Lea Touchette, of Manchester, as well
as numerous nieces, nephews, and cousins.
A Celebration of Life was
held on Sunday, March 25th at the Still Oaks Funeral and Memorial
Home in Epsom. In lieu of flowers, donations can be made to the
