Letter

To my constituents in Allenstown, Epsom, and Pittsfield,

This week, my committee spent some time voting most of its bills out of committee. Among the more important ones was HB 1565, requiring the Secure Psychiatric Unit to be certified as a psychiatric hospital, since it serves civil patients transferred from New Hampshire Hospital as well as prisoners. This has been an increasing problem since the 1980’s when the state moved to de-institutionalize mental patients but neglected to provide for the few who needed to be kept in a secure environment. After extensive testimony, we agreed that accreditation was a reasonable first step and recommended the bill, 20-0.

HB 636, creating a department of veterans’ affairs, was debated after vehement testimony from veterans in favor and opposed. We finally decided there was no real consensus that the change needed to be made, and voted 15-2 to continue to study it. In contrast, HB 1738, moving the department of film from Natural & Cultural Resources to Travel and Tourism was supported by both giving and receiving organizations, and the staff (one person only!), and opposed by none. We voted 19-1 to make it happen.

HB 1817, adding a state demographer, was amended to eliminate most of the costs while getting nearly all the benefits, and recommended to pass, 19-0. More controversially, HB 1771, adding a state toxicologist, was argued and finally killed, 11-8, since several agencies stepped up to provide services when needed. I expect some debate in the House on this one.

HB 1676, repealing some ancient, unenforced statutes about street entertainers and licensing pool tables, was debated despite a legal report that towns’ ability to require permits for parades and public shows was unimpaired. It passed, 12-7. HB 1441, establishing an ombudsman to investigate citizen complaints, was also debated, but passed 15-4.
