Letter
To my constituents in
Allenstown, Epsom, and Pittsfield,
Merry Christmas and a
happy new year to all! The 2018 legislative year will start at full
speed, with session on January 3 and 4 (and on the 6th if necessary)
to deal with all retained 2017 bills. I expect a number of
controversial bills, starting with SB193, which creates a education
savings account program to help parents afford private schools or
special services for their children. Since the House amendment
limits the program by income or special education status, and
provides for stabilization funding if it’s especially popular in a
specific school district, I’m not concerned that it would damage the
public schools. My committee will probably face debate on the
building code bills, and possibly one of the retirement bills.
My committee has been
assigned 67 new bills, so we start public hearings on January 6 and
continue throughout January. Fortunately, a fair number of them are
pretty simple: HB1604, renaming Columbus Day as Indigenous People’s
Day, and HB1242, creating a study committee to redesign the state
flag. On the other hand, there are four separate bills on the scope
of administrative rules that will have to be evaluated as a group to
prevent conflicts.
