In honor of Memorial Day, the Epsom Public Library will host
historian George Morrison of Bow who will present “Vanished
Veterans” on Wednesday, May 21, at 7:00 p.m. Mr. Morrison will
offer an illustrated introduction to New Hampshire’s Civil War
monuments and memorials.
Beginning with obelisks of the 1860s and continuing to re-mastered
works of the 21st Century, Mr. Morrison will present a diverse
selection of New Hampshire’s commemorations and their stories.

To my constituents in Allenstown, Epsom, and Pittsfield,
This week, the House voted 172-192 not to reconsider our vote on
SB366, licensing one or two casinos in the state. Gambling may still
come back, since we declined, 179-183, to “indefinitely postpone”
the bill. That’s a parliamentary maneuver that means not only is the
bill dead, we can’t even consider a similar bill this year. So the
Senate may bring it back on one of the House bills they’re dealing
with now.
I’ve spent most of this week in the Ways & Means committee, filling
in for another Representative who’s on vacation. The big issue there
is the MET (Medicaid enhancement tax), which two separate court
decisions have recently said is unconstitutional in two different
ways. Since this tax brings in over $180 million per year, something
needs to be done. Ways & Means is considering two separate
amendments to resolve the unconstitutionality, one by taxing
specific Medicaid activities (hospitals, outpatient services, labs,
etc) no matter where they’re performed; the other lowers the rate of
the tax, and declares more health care activities taxable. The
Senate has a third plan, using the insurance tax on Medicaid managed
care policies to cover most of the shortfall. I understand the
Governor is negotiation with various hospitals and may come up with
a fourth plan...
In any event all these tax plans are still sketchy and nobody really
knows how much money each would bring in, the lawsuits have been
appealed, and negotiations and analyses between and within the House
and Senate are continuing. This would be a good time for the
Governor to start trimming expenses, just in case.

Obituaries
Patricia J. Field
Patricia J. (Donnelly) Field, 78, died Wednesday, May 7, 2014 at the
Concord Hospital.
Pat was the daughter of John and Victoria (Malkowski) Donnelly. She
was born and raised in Malden, and made it her home until she moved
to NH more than 30 years ago.
Mrs. Field worked as a Certified Nurses’ Assistant at a variety of
locations including Pine Haven Boys’ School in Allenstown. She doted
on her children and grandchildren and enjoyed music, knitting, and
spending time with friends and neighbors.
Pat is survived by her 6 children, Kathleen Fink of Woodbridge, VA,
Michael Sainato of Key West, FL. James Sainato and his wife Kathy of
Haverhill, MA, Maureen Sainato of Andover, MA, Vicki Martino and her
husband Peter of Epsom, and John Field of Epsom. She also leaves 9
grandchildren, Amanda, Katelyn, Patrick, James, Gina, Vincenzo,
Marco, John and Joseph and 5 great grandchildren, Gervawn, Patrick,
Aaliyah, Jaxon, Mikayla. She was predeceased by a grandson,
Michael.
Graveside services were held Saturday, May 10th at the McClary
Cemetery in Epsom.
In lieu of flowers, memorial donations should be made to St. Jude’s
Children Hospital, 501 St. Jude Place, Memphis, TN 38105.
