Presidents’
Letter
To my constituents in Allenstown, Epsom, and Pittsfield,
This week, the House session was postponed past deadlines due to
snow, so we get to hear the state of the state address Thursday
afternoon. Still, Tuesday was a busy day, with most committees,
including mine, meeting to recommend bills to the House.
HB1148, which would delay the pension reduction at age 65 to Social
Security’s “full retirement age” (currently 66) was debated
extensively. Both a motion to pass and one to kill it failed, so we
compromised on interim study. I was opposed to HB1148 as a new
benefit that would strain the already underfunded pension system.
HB1161, on electronic dealers in charitable gaming operations, was
amended to decrease the required reports and make it clear that
human dealers aren’t expected to report all these details. After
that, we voted 20-0 to pass it. HB1494, on the administration of the
state retirement system, was also debated over the exact meaning of
several clauses, and three amendments considered. Only one passed: a
clarification that employees on disability leave don’t earn pension
service once they’ve been terminated by their employer. The bill was
recommended to pass, 18-1, and we expect some of the issues
considered in the rejected amendments to be brought to the House
floor.
The only other contentious bill was HB1244, forbidding the lottery
to disclose the names of winners. We all agreed that at least some
winners want privacy, but the lottery needs to be seen as fair and
impartial: the commissioner testified that every time he considered
not giving the name of a winner, he feared the press would assume
his mother was the winner! After talking it over, we voted for
transparency, 13-5.

Letter To The Editor
Response to Jim Breagy’s letter concerning Epsom’s Proposed New Town
Offices:
For the past ten months or more, a group of Epsom citizens held
meetings for the purpose of developing a plan for town offices in
the former Epsom Baptist Church. Anyone was welcome to attend those
meetings and many people did. The result of those meetings is a
plan that is acceptable to most people involved. It allows the Town
of Epsom to be released from the current lease and also allows for
future growth.
A Request for Proposal was publicized, and at least ten contractors
responded by attending a walk-through of the building and received a
packet outlining the requirements for completion. Several
contractors did more than one walk-through, and four presented
formal proposals to the Select Board. The BOS met with three of the
four contractors individually and eventually settled on one of them.
The next step was to form an official town committee to work with
the contractor and create a conceptual design that could be
presented to Epsom voters in March. Informational packets outlining
the plans and the associated costs are available at the town office.
If the vote passes, the contractor will provide the materials and
labor to complete the project, giving the town a turnkey town office
complex, including septic, water, landscaping and parking (including
handicap access) for town offices, the library and the town hall.
This will help create a town center and release us from our need to
continue renting space for town offices. Please vote in favor of
Article #1.
Sincerely,
Bruce Graham
