Letter

To my constituents in Allenstown, Epsom, and Pittsfield:

This week the House and Senate met to approve the budget and all other bills agreed between the chambers. Dan and I both spoke in favor of the budget, since it was vastly better than the original House version: realistic revenue estimates, no new taxes or fees, increased funding for charter schools and schools with high growth in enrollment, and Medicaid expansion studied, not implemented. The “back of the budget” cuts that some people railed against were actually small percentages of the budget, well within the range good management can handle. The budget passed 337-18, and HB2, the trailer bill, passed 346-12. Most of those voting against either bill were fiscal hawks upset that spending increased as much as 3%!

All the other bills where the committees reached agreement passed. I spoke against HB124, because Senate added a special allowance for the director and assistant director of homeland security, allowing them to retain Group II pension status (police, fire , corrections) in this desk job. Despite the fact that we had killed this provision earlier, HB124 passed, 192-156, on largely party lines.

The Merrimack County executive committee and delegation met to review the first quarter financial statements (right on track) and appropriate money for the raises contained in the new union contracts. Nursing home employees got raises of 2.5-1.5-1.5%, their first since 2011; jail employees got 2.5-2-2%, their first since 2009. I voted for the jail contract because they had cleaned up a lot of contract language, including a new schedule to minimize overtime, and also because it was funded largely by an allowance for litigation over various labor issues, which were settled by the contract.

Interested readers can email me for my newsletter, with more details than can fit here.

The Town of Epsom would like to announce the approval of a grant awarded by the Federal Emergency Management Agency and the Department of Homeland Security, the 2012 Assistance to Firefighters Grant.

The grant money will be used to pay for Personal Protective Equipment (PPE) and self-contained breathing apparatus (SCBA) for the Epsom Fire Department. The total cost of this equipment is $256,205.00, 95% of which will be covered by the FEMA grant.
