Epsom Hazard Mitigation Plan 2012 Public Information Meeting

Local community leaders are taking steps to reduce the effects of Epsom’s next natural, technological, or human disaster event. A Hazard Mitigation Committee, comprised of Town Departments and emergency personnel, has completed development of the Town’s updated Hazard Mitigation Plan. This updated Plan is required for continued eligibility for Federal Emergency Management Agency (FEMA) disaster and project funding.

A Public Information Meeting will be held on Tuesday, March 27 at 6:00 pm at the Town Office at 940 Suncook Valley Highway, Epsom, to discuss the Plan and to solicit public feedback on the document. All are invited to attend and participate.

The updated draft Epsom Hazard Mitigation Plan 2012 is available for review at the Town Office. The Maps are also available for review at the Town Office.

Letter

To my constituents in Allenstown, Epsom, and Pittsfield:

This week the House is meeting three days, and fortunately we’re sticking to the 5 minute limit for speeches. A motion to allow questions to exceed the time limits was narrowly defeated, 159-164. We debated two bills on end of life treatment: HB1216, eliminating the option to withhold treatment "in accordance with the facility’s standard protocol", passed 206-118, and HB1217, allowing different forms for advance directives, passed 214-110. Both help to ensure that’s one’s wishes for end of life treatment are carried out, without bureaucratic obstacles.

HB1264, creating a religious exemption for individuals who don’t wish to provide services for weddings (presumably gay weddings), was killed, 246-85; Dan and Tony Soltani voted for it, I voted to kill it because I believe vendors already have the ability to refuse service to anyone and don’t need this exemption. HB1659, expanding the information to be provided to women before an abortion, passed 189-151, with all Representatives from this district in favor. We also voted for HB1679, banning partial birth abortions, which passed 224-110.

The House passed several right to work bills, including HB1677, which prohibits collective bargaining agreements that require employees to join a union, and eliminates the requirement for unions to represent employees who choose not to pay dues or agency fees to the union. This passed 198-139; HB1645, which allows a public employer to request a decertification election when the number of union members falls below a certain level, passed 194-141. Dan and I voted for both, Tony opposed both, Jon Richardson voted for HB1645 but didn’t vote for HB1677.

Interested readers can email me for my newsletter, with more details than I can fit in a letter.

New England K-9 Search And Rescue Presentation

On Tuesday, March 27, at 7:00 pm, Paula Harper will discuss her work as a volunteer for the New England K-9 Search and Rescue airscent search dog team, wilderness, water, and debris searches in NH and VT.

All airscent dog/handler teams are trained to find the "out of place" human, whether the person is dead or alive. Working within sight of their handler, off lead, the dog persistently checks the air for human scent. The body of the missing person, whether dead or alive, constantly emits microscopic particles bearing "human" scent, and the airscenting dog is trained to locate the source of this scent.

It is the handler’s job to grid search the assigned area so that if the subject is there, his scent will reach the dog. That means searching into the wind and accounting for how terrain and weather will affect the dog’s scent picture.

The New England K-9 Search and Rescue has 10 certified airscent dog/handler teams, and for most searches, they are able to send out 6 – 10 teams immediately.

Come and hear firsthand about K-9 rescues and meet Paula and her canine friend. Also included in the program will be a short film, "Lost and Found, Safe and Sound," narrated by an 8 year old child.
