My Constituents In Allenstown, Epsom, And Pittsfield: Tuesday
ED&A voted on eleven bills, nine of them about the retirement
system. We debated three: HB1277, yet again extending the window for
teachers to receive medical subsidies, was voted to kill 13-4.
HB1428, extending death benefits even after remarriage, was
recommended to pass 14-4. HB1530 would limit pensionable
compensation to regular pay, omitting overtime, sick pay, and so on.
It was killed, 12-5, but I voted for it. I don’t support this bill
exactly, but something must be done. Towns and school districts need
to change their policy on accumulating sick leave and vacation pay
for “severance.” That inflates the pensions of those able to save up
sick leave, at the expense of everyone in the state.
Wednesday was a long session. HB1444, a bill to allow prescription
drugs from Canada, was sent back to committee, after failing to be
killed, 153-177, in the first of 33 roll call votes. HB1274,
restoring $5M per year of rooms and meals tax revenue to towns and
cities failed to be killed 174-184, then passed 189-169. I voted for
it both times and was the only Representative from this district to
support it. HB1274, which restored $25M per year in revenue sharing
to the cities and towns, was killed 191-172. HB1621, prohibiting
lobbyists from serving on boards or agencies, failed 215 -147
despite seeming so obvious.
Two
constitutional amendments limiting taxes failed. HB1594, repealing
the gambling tax, failed 184-181. A series of bills to repeal new
taxes, at various points from 2010 to 2014, all failed. I was the
only Representative from this district to support any of these.

Obituaries
Muriel A. (Meuse) Bickford Epsom, NH
Muriel A. Bickford, 73, entered into eternal rest on February 4th,
2010 at Epsom Healthcare Center. She was daughter of the late Roger
& Ethel St. Clair.
Muriel is survived by her children, Rebecca (Meuse) Thayer (Lewis),
Michelle (Meuse) Barnard (Paul), Roger Meuse (Sharon), & Walter E.
Meuse, III (Cheryl). Also, by her brother Walderne St. Clair (Gail)
and by David R. Bickford. She was very proud of her grandchildren;
René, Tiara, Jessica, Sarah, Emilee, Michael, Zachary, Mark, Alicia.
Especially proud of her 5 great grandchildren.
A
chapel service was held on Monday, February 8, 2010 in Puritan Lawn
Cemetery, Peabody, Ma.
